If puff pastry is frozen, thaw per manufacturer's instructions. Preheat oven to 375° F and line a baking sheet with parchment paper.
Using a pastry brush, water wash the entire surface of the puff pastry.
Combine the sugar, cinnamon, and raisins in a small bowl. Evenly sprinkle over the pastry and press lightly into the dough.
Starting at the widest end, gently roll pastry into a tight cylinder. Using a serrated knife, slice cylinder into 1-inch rolls and place onto parchment paper.
Bake 20-25 minutes or until golden brown.
Frosting:
While rolls are baking, prepare the frosting. Combine all frosting ingredients in a small bowl. Start with 1 tablespoon of milk and add a bit more if needed until the consistency is loose enough to drizzle.
Drizzle frosting over the rolls and enjoy!
